Nature of Work
Manages and controls the central stores function at the Water & Sewer Facility Maintenance office. An employee in this class is responsible for managing, planning and organizing the work activities within the function and ensuring compliance with Procurement rules and regulations as they apply to the purchasing and ordering of supplies and materials as well as ensuring County rules, regulations and procedures related to inventory control are properly followed. Manages and performs routine maintenance and repairs on tools and equipment used in in water and sewer pipeline maintenance such as pumps, saws, tampers and other small engine machines used in the repair and maintenance of water and sewer infrastructure. Assists with maintenance of the mechanical system of County office building. Work may include managing, supervising, or direction of lower-level employees such as Storekeeper. Employee is evaluated through periodic conference with supervisor.
Examples of Duties

(The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the department.   • Manages the daily activities of the central stores function to include: planning, organizing and directing activities to provide commodities and services needed to sustain various functions of agency or department.
  • May manage, supervise, or direct activities of lower-level employees such as Storekeeper.
  • Reviews and approves purchasing requests and authorizes payment. Ensures that Procurement rules and regulations are being complied with in addition to County inventory control requirements. Develops internal procedures and controls as needed.
  • Maintains inventory records and performs periodic counts as required. Records usage of parts and materials, and reconciles inventory records.
  • Manages and performs maintenance and repair of tools, equipment, and vehicles to ensure equipment is serviceable. Performs repairs on small engines, pumps, generators, tampers and other equipment used in the repair of water and sewer infrastructure. Updates maintenance logs for equipment.
  • Participates in meetings with vendors, suppliers, and other County personnel and agencies as needed.
  • Assists with maintenance of the office facility, including performance and scheduling of routine maintenance and repairs.
  • Uses computer applications for recordkeeping, reporting, and routine correspondence. Uses applications for purchasing and budget control.
  • Operates a pick-up truck to retrieve and deliver stock for storeroom.
  • Operates forklift to offload deliveries and organize parts and equipment.
  • Participates in snow removal and is on 24-hour call during weather events and Water & Sewer emergencies.

Minimum Qualification Requirements

KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of purchasing procedures; of inventory methods; of personal computer operations; of supplies and equipment used in the department's operation. Ability to maintain and repair equipment and tools. Ability to perform welding tasks associated with repairs of tools and equipment. Ability to learn the specialized materials, parts, and tools used in water and sewer utility maintenance. Human relations skills to deal effectively with visitors, employees, suppliers/vendors in person or on the telephone. Ability to supervise others; to plan and organize staff and work function and to deal effectively with others both in oral and written form. Ability to climb, stoop, kneel, reach, lift heavy stock items, walk and stand for prolonged periods of time; to drive a County vehicle and specialized equipment while carrying out some assignments. Heavy lifting of stock and parts as required.

EDUCATION:
Possession of a high school or vocational/technical school diploma or GED Certificate.
Additional related education may be substituted for the experience requirement on a year-for-year basis for up to two (2) years. However, the two (2) years in a supervisory or leadership capacity must be met. The education-for-experience substitution option requires proof by the selected candidate.

EXPERIENCE:Seven (7) years of storekeeping, warehousing, stock clerking, mechanical maintenance, or utility construction experience which included two (2) years in a leadership or supervisory capacity. Experience must have included personal computer operations.

LICENSE:Valid Class "C" non-commercial driver's license with no more than three (3)
points. A valid Class "A" commercial driver's license with "O" restriction and air-brake endorsement with no more than three (3) points must be obtained within 1-year of start. Must obtain Harford County forklift operator's certificate within 90 days of start.

SAFETY:
Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations, and applicable Harford County safety policies, procedures, or manual as required for this position.

NOTES:
  • Selected candidates for positions in this class will be required to undergo random drug/alcohol tests.
  • Positions in this class are considered critical for snow events and county-wide emergencies.
CONDITIONS OF EMPLOYMENT
  • Nature of operation requires an employee to be available on a shift, on-call and/or emergency basis. Use of a cell phone for contact is required.
  • Work is on a rotating shift basis including weekends, so as to control proper operation of the facilities.

FRINGE BENEFITS

ANNUAL LEAVE - Begin accruing first day of employment and cannot be taken until successful completion of probationary period, EXCESS of 40 DAYS [320 hours] will be deposited into an 106 Premium Reimbursement Account.

0 months - 3 years 1 day per month (12 days per year)
4 years - 9 years 1 ¼ days per month (15 days per year)
10 years - 15 years 1 ¾ days per month (21 days per year)
Over 15 years 2 days per month (24 days per year)

SICK LEAVE - Begin accruing first day of employment (UMLIMITED ACCUMULATION)

1 day is allowed after first month of employment
1 ¼ days per month accumulation

PERSONAL LEAVE - For new employees, personal leave is prorated according to schedule below, for the first year only. Any employee on board as of December 31st of each year automatically receives 8 days as of January 1st the following year. (NOTE: Personal Leave may not be taken until successful completion of probationary period; personal leave will be lost if not taken before December 31st of each year.)

MILITARY LEAVE - 3 weeks per year with no loss in pay for Reserve or National Guard Training, Active Duty and serving during emergencies.

CIVIL LEAVE - No loss in pay while serving Jury Duty.

RETIREMENT -
COUNTY EMPLOYEES: State Pension System 7% employee contribution
LAW ENFORCEMENT (TO INCLUDE TEMPORARY DEPUTIES): LEOPS 7% Employee Contribution
CORRECTIONS: SOPP 9% Employee Contribution

RETIREE HEALTH CARE INSURANCE BENEFITS-
Employees hired on or after 7/1/2010 will have an automatic Retirement Health Savings account made available as the primary retiree healthcare benefit. This 105(h) Universal Reimbursement Account will only be able to be accessed upon separation of service and/or retirement whichever applicable. These accounts are employer funded, tax free, & portable with 20 different Nationwide investment options.
These funds are solely for the use of offsetting your premium health care cost, prescriptions, co-pays and deductibles. Upon death funds are made available immediately to the surviving spouse or qualified dependents (as defined by the IRC 152 (a).
