Job Description:
The Environmental Supervisor will administer the ONE RED Section under complex federal and state statutes and regulations requiring the application of broad management practices, while using significant judgment to interpret and apply appropriate policies, regulations and guidelines. This position would be responsible supervising scientific technical staff with the development and implementation of ONE RED (Opportunities for Nebraska: Reducing Emissions and Decarbonization) Programs in the Planning and Aid Division of the Nebraska Department of Environment and Energy (NDEE). Under limited supervision, this position would be responsible for coordination and supervision of scientific technical program staff and will provide oversight of the operations of programs involved across the state. This includes ensuring planning, development and implementation of programs related to greenhouse gas emission reductions in various sectors of the economy particularly agriculture, industry, energy production, and waste management.

Job Duties:

  • Supervises daily work activities and schedules of environmental program staff. This includes conducting final reviews for reports, correspondence, workplans, contracts, summaries etc. developed by staff prior to publication or submittal to ensure quality work and consistent application of policies, guidelines, terms and conditions of the federal agreement and approved workplan and any contracts.
  • Plans, organizes, and assigns work of scientific and technical nature to program staff. This includes QA/QC, planning, development and implementation of scientific and technical based programs related to greenhouse gas emission reductions in various sectors particularly agriculture, industry, energy production, and waste management to improve public health and the environment by improving air quality, soil health, and water quality. It also includes compliance evaluations and assistance to meet requirements of the federal program and with other applicable Federal and State laws, rules and regulations.
  • Performs professional and technical program work of a complex and scientific nature requiring in-depth analysis of carbon associated emissions and scientific inquiry which includes analysis and calculations of the formation and reduction of GHG emissions, and makes conclusions and decisions and any related reports, recommendations, or findings based on professional scientific judgement that could have an significant impact on the programs associated with environmental quality, specifically greenhouse gas emission impacts on climate, air, water, waste, and energy resources/programs.
  • Tracks program progress. Provides data and reports to management and EPA. Ensures reports are accurate and submitted on time to EPA in accordance with the terms and conditions.
  • Communicates, Coordinates, and Assists Nebraska businesses, agricultural producers, industry, residents with Agency programs. Coordination with other Department programs as necessary such as Permitting and Compliance, Engineering, and Legal. Coordination with other state agencies and interested groups/organizations. Works with those listed and others on issues related to greenhouse gas emission reduction requiring resolution. Confers with management staff on administration and technical aspects of the programs and to resolve any related problems. Represent the Agency and present information at public meetings, inter-agency meetings, national workgroups, and other venues as needed regarding scientific technical programs. This includes NE Agricultural leadership groups, Department of Ag, Department of Natural Resources, Natural Resource Districts, Public Health Departments, and Environmental Groups.
  • Manage the program budget to ensure that funds are properly expended and that transactions are properly documented and within budget limits. Coordinate with the Division to get a clear representation of the budget expenditures.
  • Coordinate with other Divisions to ensure that impacts from the ONE RED programs are considered when making decisions. Evaluate the impact of the decisions on those we serve by considering the risk to public health and the environment as well as affordability for those citizens we serve.
  • Represent the program at state and national events.
  • Must be an effective communicator and be able to present information on Department activities to groups and individuals on a federal, state, and local level.

Location and address of position: 245 Fallbrook Blvd - Suite #100 - Lincoln, NE

Work schedule: Monday - Friday - 8:00 a.m. - 5:00 p.m. Flexible schedule and 10-hour workdays maybe allowed with management approval.

Requirements / Qualifications:

Minimum Qualifications: Bachelor's Degree in the physical sciences, natural sciences, environmental science, geology, biology, agronomy, civil engineering, environmental engineering, mechanical engineering, chemical engineering, hydrology, community and regional planning, or a related field AND two years of professional experience in a related field. Plus, experience leading and/or supervising others related to environmental programs. Experience may substitute for education or a year-for-year basis.

Preferred Qualifications: Creative problem-solving skills: Excellent written and verbal communication skills; Public speaking skills; Time Management skills; Ability to adapt and change priorities quickly; Excellent leadership skills, Grant Management experience.

Knowledge, Skills & Abilities:
Knowledge of: the principles of accounting, finances; biological, physical and chemical sciences (Greenhouse Gases, calculations of GHG emissions); economics and analytical methods; word processing, spreadsheet and database, (particularly in Excel) management computer software

Skill in: communicating with individuals and groups with varying technical backgrounds to collect and relay information; listening to and understanding others; prioritizing workloads; using analytical judgment to make decisions; public speaking and providing presentations, data management and assessment and budget management.

Ability to: manage, track, and report ONE RED monitoring and compliance, supervise a team of scientific technical staff, represent the Department at conferences, workshops, and meetings, assist with emergency situations, and oversee special projects.
