Our Right of Way Project Managers get their hands into many aspects of building transportation projects and property management, focusing on creating negotiation contracts, issuing right-of-way certificates, maintaining leases, researching property ownerships, proofing documents, working with appraisals, titles, and legal descriptions. JOB DUTIES:

  • Research and collect information from extensive sources to verify ownership and contact information of land tracts.
  • Prepare electronic and paper documents for contacts, payment vouchers, deeds, and other applicable documents related to land acquisitions; manage and organize the documents for negotiations.
  • Prepare the Right of Way documents necessary for the acquisition of real estate for Highway Projects as required by Federal Law, confirm that all Right of Way encroachments are clear, and all property has been acquired, and submit the completed certificate to NDOT's Construction Division.
  • Assist with the issuance of Right of Way Occupancy Permits when needed.
  • Assist with the Excess Land Sale process.
  • Track payments for all Oil & Gas leases on NDOT-owned Right of Way, create and track all other leases in NDOT-owned Right of Way including parking, farming, and other leases, submit invoices into NDOT's Payment System, and track the payment.
  • Coordinate and provide liaison between the activities assigned and other agency units and external parties to ensure completion of projects within specified time frames.
  • Communicate with immediate supervisor and other divisional/agency staff about operational needs and issues affecting the staff/activities assigned and projects assigned to develop work plans, implement solutions, and achieve work objectives.
  • Perform other duties as assigned.

Requirements / Qualifications:

Minimum Qualifications: Education and/or experience in real estate appraisal or valuation, relocation assistance, property management, public relations, public policy, mediation, or public/business administration.

Preferred Qualifications:
  • Experience with highway construction projects and plans, agency organization goals, structure, functions, policies, and practices.
  • Experience and working knowledge of Right of Way Division automated information database applications, operations and systems, general administrative and operational manuals, and personnel/contractual requirements.
  • Basic supervisory principles and skills.

Other:
  • Must have a valid driver's license or ability to provide independent authorized transportation.
  • Occasional travel within the state is required, with in-frequent overnight stays possible.

KNOWLEDGE / SKILLS / ABILITIES:

Knowledge of:
  • Federal and state laws and regulations related to highway right-of-way determination, acquisition, purchase, and related functions.
  • Goals, principles, methods, and documents of right-of-way projects such as title/real estate determinations, design and surveying work, property evaluations, and acquisition transactions.
  • Possess the education, training, and/or experience that will enable an individual to effectively perform duties.

Skills in:
  • Proficient in Microsoft Office, processing Word documents, and file management.

Ability to:
  • Plan work within the established timeframe.
  • Determine the appropriate time frames and work sequences of assigned projects and staff activities for projects assigned, activities, and functions.
  • Exercise good judgment in evaluating staff and operational needs and making decisions.
  • Communicate orally and in writing to present opinions, comments, and factual information clearly and concisely.
  • Present technical information and advocate decisions and judgments made to agency management and others.
  • Work effectively as a member and leader of a team.
