Nature of Work
This is technical plans review work to ascertain that plans comply with the Harford County Building Code. Work includes examining plans, blueprints and specifications. Employee receives general supervision from the Deputy Director of Inspections, Licenses and Permits. Focus is primarily on residential projects. However, a natural progression occurs that elevates employee to a level of experience to include a broad base of commercial work. Performance evaluation is based on proper application of codes to plans review and on effectively dealing with the public.
Examples of Duties

The list is not inclusive. A position may require duties not listed, if necessary, to accomplish the work of the department.)
1. Receives plans, blueprints and specifications for the construction, alteration or reconstruction of buildings and other structures.
2. Reviews all plans, blueprints and specifications for compliance with the Harford County Building Code and related laws and ordinances.
3. Answers inquiries relating to building code requirements and explains the requirements as necessary.
4. Confers with architects, building owners and contractors relating to any questions arising in the review of plans.
5. Maintains records of all work performed.
6. Prepares reports as directed.
7.Makes on-site inspections as required.
Minimum Qualification Requirements
KNOWLEDGE, SKILLS, AND ABILITIES:
- Considerable knowledge of the applicable codes, ordinances and regulations governing construction, alteration and reconstruction;
- Knowledge of materials, principles and practices of construction activities;
- Knowledge of civil engineering principles and practices as they apply to plans and construction.
- Ability to read and interpret blueprints, construction plans and specifications.
- Ability to recognize deviations from the applicable codes in blueprint, plans and specifications;
- Ability to read maps;
- Ability to enforce codes, ordinances and regulations firmly, tactfully and impartially;
- Ability to maintain records and prepare reports of work activities and findings;
- Ability to establish and maintain effective working relationships with associates, architects, engineers and contractors;
- Ability to express ideas effectively both orally and in writing;
- Ability to bend, stoop, kneel, sit or stand;
- Ability to drive a County vehicle
- Ability carrying out all assignments.
EDUCATION AND EXPERIENCE:
Possession of a high school or vocational-technical school diploma or a GED Certificate AND five (5) years experience in some phase of plans examining, building, or other construction work. One (1) year in inspecting work for conformance to applicable building codes and other ordinances, and one (1) year in examining plans.
OR
A.A. degree in the construction field, plus three (3) years experience in some phase of plans examining, building or other construction work. One (1) year in inspecting work for conformance to applicable building codes and other ordinances and one (1) year in examining plans.
OR
A combination of higher education and experience totaling five (5) years as described above.
LICENSE & CERTIFICATION: A valid Class C non-commercial drivers license with no more than three (3) points. Certification as a State Certified Inspector in accordance with Article 41, Annotated Code of Maryland within twelve (12) months of hire date.
Within 6 months of employment must successfully pass the following examinations;
• ICC - B1 Residential Building Inspector
• ICC - 79 - Residential Energy inspector/Plans Examiner
• ICC - 64 - Property Maintenance and Housing Inspecto
SAFETY:
Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.
