Purpose

The Colorado REACH Program Supervisor will help to launch and oversee the successful implementation of the REACH Refugee Stabilization Program. The goal of the Reach Program is to welcome refugees to Colorado with supportive services that lead to early self-sufficiency and employment, social adjustment, educational and economic empowerment, and healthy living. The supervisor is responsible for providing leadership, development, and day-to-day supervision of REACH Program Navigators, and supporting accurate and compliant delivery of program core services, reporting, and administrative tasks. This position requires strong coordination and program management skills.

Responsibilities

Supervision and Coordination:

  • Oversee the activities and performance of the REACH Program Navigators.
  • Ensure coordination between refugee cash assistance, employment, refugee support services and health services to provide a holistic support system for refugees.
  • Conduct regular meetings with REACH Program Navigators to review progress, address challenges, and ensure alignment with program goals.
Program Development and Implementation:
  • Develop and implement strategies to enhance the effectiveness of REACH Program services.
  • Monitor and evaluate program outcomes to identify areas for improvement and implement necessary changes.
  • Ensure the REACH program adheres to the requirements of the Cooperative Agreement with Colorado Refugee Services Program.

Client Services:
  • Oversee direct cash disbursement and ensure accurate tracking of RCA funds and other forms of assistance.
  • Ensure that refugees receive comprehensive and timely support with REACH services.
  • Address escalated issues from REACH Navigators to ensure clients' needs are met effectively.
  • Promote a culturally sensitive approach to service delivery, respecting the diverse backgrounds of refugee clients.
  • Connect clients with additional community resources to aid their needs and collaborate with other integration services across Colorado.

Training and Development:
  • Provide ongoing training and professional development opportunities for REACH Navigators to enhance their skills and knowledge.
  • Ensure REACH Navigators are up to date with the latest information and best practices in refugee services.

Community and Stakeholder Engagement:
  • Build and maintain strong relationships with community county and state organization, healthcare providers, and other stakeholders.
  • Develop and maintain relationships with local DSS and Health Departments.
  • Represent the program at community meetings, forums, and other relevant events.
  • Advocate on behalf of refugee clients to ensure their needs are recognized and met by community resources.

Reporting and Documentation:

  • Monitor and track project expenditures including interpretation, travel, and salaries.
  • Oversee the maintenance of accurate and confidential case records by Navigators and Case Aides.
  • Ensure compliance with all reporting requirements, generating reports on program outcomes, client progress, and service utilization.
  • Utilize data to inform program development and demonstrate program impact to stakeholders.
  • Help the Office Director with hiring new staff members for REACH
  • Perform other related duties as requested by the Office Director.

Qualifications

Qualifications:
  • Education: Bachelor's degree or foreign equivalent preferred. Bachelor's degree required.
Experience:
  • Minimum of 5 years' work experience in refugee resettlement, social services, or a related field.
  • Minimum of 2 years of experience supervising others.
  • Proven experience in program coordination and staff supervision.
  • Proven experience in Family support, case management, resource navigator programs.
  • Strong organizational and communication skills.
  • Ability to work collaboratively with a diverse team and community partners.
  • Proficiency in Microsoft Office Suite and database management.
  • Fluency in a second language is preferred.

  • Ability to manage multiple tasks and prioritize effectively.
  • Knowledge of Colorado education, healthcare systems, and community resources.

  • Proficiency in MS Office (PowerPoint, Excel, and Word) and internet applications required.
  • Proficiency in English required.

Special Requirements

  • Full-time position with occasional evening or weekend work as needed.
  • Hybrid position with minimum of 2 full days in the Fort Collins office required.
  • Combination of office work and fieldwork.
