Job Description:
Under supervisory direction, this position manages an assigned unit in the Operations Section, assisting with supervision over a number of assigned staff engaged in tax processing.
This position is responsible for the day-to-day supervision of the Income Tax Section of Revenue Operations. This section is responsible for processing individual income tax, corporate tax, partnership, and fiduciary tax returns for the Department. Qualified candidates should possess the following traits: a strong work ethic, dedication to the development of a high quality work product, a high level of accountability for processing success, and fostering an atmosphere of teamwork, collaboration, and innovation.
Hiring rate of position: $21.846 to 32.769 depending on Department of Revenue experience.
Job Duties include:
1.Plans, assigns and directs the work activities of assigned staff to attain work goals and ensure consistent application of administrative and program policies, procedures, and standards. Prepares files and reports for operations supervisors and staff to determine the appropriateness of decisions and actions taken by workers.
2.Confers with Revenue Operations Supervisor II to develop and/ or update policies, procedures and standards.
3.Confers with other supervisors to identify the type and impact of work problems, and to formulate possible solutions to section problems. Helps develop and implement short-range plans for processing programs and other internal procedure guidelines to ensure correct administration, completion, and recording of tax returns within the section.
4.Completes special projects as assigned by the Revenue Operations Supervisor II.
5.Assists in developing and evaluates work performance standards and their application. Requires coaching, goal setting, quarterly evaluations, and other performance management tasks.
6. Makes decisions regarding daily work schedules and helps establishes section priorities.
7. Compares work performance of assigned staff with established standards to determine the quality and quantity of the employee's work.
8. Identifies employee-training needs.

Requirements / Qualifications:
Minimum Qualifications: Associate's Degree in: accounting, finance, management, business administration, or public administration and one year of experience in processing tax forms or processing other accounting, financial or management documents, OR, work experience comparable to that listed above may be substituted for the education requirement on a year for year basis.
Preferred Qualifications: Department of Revenue Experience.
Knowledge of: agency policies, procedures and programs related to the scope of tax processing; the purpose and functions of various tax programs within the Department of Revenue: the techniques of accounting, computers and information retrieval devices; the principles and practices of supervision; organizational policies, procedures and programs related to the processing of documents, forms, and records; current document processing equipment and software.
Skills in: coaching employees regarding performance and behavior, prioritizing and assigning work to others, analyzing data to plan work flow and improve efficiency of the area.
Ability to: respond in person, by telephone, email and correspondence to upper level management and taxpayers; operate a computer utilizing numerous screens and commands; develop policy/ evaluation methods and techniques; instruct tax-processing staff on policies and procedures; make decisions pertinent to the development implementation, application and interpretation of policies, procedures, and standards.
