The Role

The Sr. Manager, HR Compliance and Reporting will lead the development and oversight of HR compliance programs and reporting frameworks, ensuring that Moderna's policies, practices, and procedures align with US and international employment laws (Moderna is in 19 countries globally), as well as contractual and regulatory requirements. This role encompasses compliance program management, auditing, reporting, and Payroll data integrity.

The ideal candidate will have extensive knowledge of HR compliance, especially within a government contracting environment, and experience in data reporting through systems such as Workday and ServiceNow.

Here's What You'll Do:

HR Compliance Management

  • Develop, implement, and manage Moderna's HR compliance program, ensuring alignment with country employment laws, regulations, and government contract requirements.
  • Stay informed on federal, state, and local employment laws, especially US regulations, communicating any updates and their implications for company policies. Partner with HRBPs and Legal to make policy updated as required.
  • Oversee Moderna's global background, right to work, and debarment check program, keeping current with requirements across all countries where the company operates.
  • Conduct regular audits and assessments to proactively identify non-compliance risks and implement corrective actions.
  • Act as the primary contact for government audits and investigations related to HR compliance, preparing documentation and coordinating responses as needed.
  • Collaborate closely with the legal team to interpret complex legal requirements, translating them into practical, actionable policies and procedures for HR Operations.
  • Monitor and report compliance metrics, coordinating with HR Ops partners globally to ensure accurate and timely submission of reports to government agencies.
  • Partner with cross-functional teams during government contract bidding and execution, ensuring HR compliance requirements are met.

Data Reporting and Analytics
  • Lead the creation and maintenance of standardized reporting protocols to ensure consistency, accuracy, and accessibility of HR and Payroll metrics.
  • Generate and provide critical Payroll reports (e.g., payroll summaries, tax filings, benefits costs), as well as specialized HR datasets to support business decisions in the US and Canada.
  • Take ownership of reporting platforms, including ServiceNow and Workday, ensuring dashboards meet evolving business needs and provide actionable insights.
  • Conduct weekly audits of key HR data points (e.g., employee location, cost center alignment, work status) and initiate additional audits as needed to maintain data accuracy.
  • Collaborate with HRIS and Digital teams to develop intuitive, real-time data dashboards, supporting informed decision-making across HR leadership.

Strategic Collaboration and Continuous Improvement
  • Advocate for HR best practices in compliance and data management, supporting strategic initiatives and process improvements.
  • Partner with HR, Payroll, and Digital HRIS teams to enhance data integrity, automate workflows, and support customer service excellence.
  • Stay abreast of industry trends and recommend innovative solutions to enhance compliance and data reporting processes, contributing to Moderna's culture of boldness, curiosity, and collaboration.

Here's What You'll Need (Minimum Qualifications):
  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Minimum of 7 years of experience of compliance and reporting in a regulated industry.
  • In-depth knowledge of federal, state, and local HR laws and regulations, including EEO, ADA, FMLA, FLSA, OSHA, and government contract compliance requirements.

  • Proven ability to interpret legal requirements and translate them into operational policies and procedures.
  • Strong analytical skills and meticulous attention to detail.
  • Exceptional communication skills with the ability to collaborate effectively across various stakeholders and handle sensitive information discreetly.
  • Demonstrated project management skills, with the ability to prioritize tasks and manage multiple initiatives.
  • Proficiency in using HRIS systems like Workday, as well as reporting tools like ServiceNow.
